Specify max output rows in simulation

Running experiements can give a large number of timepoints and tellurium raises the warning:

Simulation returned more points than max output rows specified. Try incresing the number of maximum output rows or minimum step size.

1. Figure out how to change maximal output rows, as taking smaller timesteps is not an option
